I would imagine that some of the good people that originally grew up there are trying to hang on to there roots and make it known that it's still a small rural community on the inside.

Lot's of people are running to Bend from San Franci...err, I mean PDX to get away from the crap and traffic, so no surprise conservative non-pc signs are there.
