Technically speaking, it says "remove all the ammunition from the clip or magazine". I personally would not want to press the issue and try to argue a loaded mag not in the firearm doesn't count.

Portland, and Multnomah county is THE WORST, unloaded, both gun AND mags, ridiculous sauce.

Clackamas used to be bad - they had a law that you had to disassemble certain evil firearms when passing thru the county. Back in the 80s IIRC - but they it got struck down.

Back when I drove from the west side of Portland back to the East side, I'd always have all my mags unloaded. I'm not going to risk my future ability to legally carry over an inconvenience... but it was nice to realize the entire law is disregarded when you have a license for a handgun

So would an average rifle bag with two zippers with a luggage lock pass as a "locked container"? Especially if the mags are locked up separately?
