I've used another trick that seems to work well. At least I only needed to do it once about 20 years ago and it's still working.

I took a #2 Pencil and "scribbled" on the inside surface covering as much of the cup as I could. I then took a Q-Tip and smeared it all around with the Q-Tip taking off excess powder. This gave the inside of the plastic cup a coating of graphite which seems to have been effective in bleeding off any static. It also provides a dry lubed surface to prevent non-static cling as well. This also works great inside the cavity of LEE AutoDisc Powder measures to make them drop more uniform charges.
