Stag Arms upper with Chrome barrel- bore is dark and doesn't clean up HELP

Hello,
I just picked up a new Stag upper with chrome lined bore. Got it home and cleaned it out from what looks like their test fire. Bore doesn't have much shine throughout and has the appearance of dark powder streaks and won't come clean. IS the chrome process common like this/ I have always bought non chrome lined bores.
Please help with suggestions..
