So. 18-21s may not be able to get guns same day they buy them, because of the NICs delay and such from "Safer Community Act"...
So that said.. why not just raise age of everything to 21?

Full paying jobs and hours (40+, min wage+ ); 18-20 do not qualify for 40hrs week
Treat all pornography that depicts 18-20 year aged people as Child Porn
Require 21+ proof to own websites
Require 21+ proof to post selfies/self photos if less than bikini or speedo clad
Must be 21+ to own any sort of property over $500 value (house, car, real estate) that are not firearms related
Must be 21+ to get own insurance for health or financial or renters or life insurance.
Edit. You can imagine how big a backlash doing such things would be in the US, not to mention globally
