My vote is that it's a 45 acp and you need moon clips.

The eagle and no. is the inspector's number. The butt number is a rack number. The number on the frame opposite the yoke is the serial number, and if original that same number should be on the barrel, cylinder, extractor, and penciled inside the stocks. As issued it was meant to use third and half moon clips. Full moons came later. Early models did not have a step in the charge holes to headspace the ACP case against. Later models did. Of course, if the cylinder does not match then anything may have happened.
