I wish more of you guys where in Wa. Not sure on the laws but can you ship Black powder out of state with out a ffl?

Sure I buy them on Gunbroker all the time and have them shipped right here. Bad news is, I'm not sure but I think Washington just passed a law classifying muzzleloaders with cartridge and have to go through FFL, I might be wrong, Check it out and if its OK I'm willing to ship.
