I was listening to a reporter on the evening news..as usual probably was BS.
I see now where Oregon uses The Emergency clause on most all votes...

It would be 90 days because it is spelled out specifically in the bill. Immediately or a couple months, it still sucks.

SECTION 20. Section 2 of this 2015 Act and the amendments to ORS 166.432, 166.433, 166.434, 166.438 and 181.150 by sections 6 to 10 of this 2015 Act become operative 90 days after the effective date of this 2015 Act.

SECTION 21. The Department of State Police may take any action before the operative date specified in section 20 of this 2015 Act that is necessary for the department to implement section 2 of this 2015 Act and the amendments to ORS 166.432, 166.433, 166.434, 166.438 and 181.150 by sections 6 to 10 of this 2015 Act

SECTION 22. The amendments to ORS 166.250, 166.291, 166.460, 166.470, 181.740 and 426.133 by sections 11 to 19 of this 2015 Act apply to orders for assisted outpatient treatment entered on or after the effective date of this 2015 Act.

941 has passed through the house, but when will the law take affect?
When will this law be enforced?
I think I heard on the radio the law will be in affect 90 days after Kate Brown signs, but I can not find more info to confirm this. And I was not able to hear clearly on the radio..

Any insight will be greatly appreciated I don't think I am the only one confused on this issue.
 
So obviously the govt wont be sending out nice little notification of the new law to current gun owners who are oblivious to their political surroundings. So it will be interesting to see what happens in the coming years to these people with their head in the sand when they get the nasty fines/loss of rights.
Granted many LEO agencies have stated they will not enforce the laws but that may change.

If you have any doubt about the law and plan on participating in a private transaction, then don't do it in public. As long as a cop or a liberal doesn't see you everything will be fine.
 
So a scenario here..
I sell a gun to someone, then they later take it into a pawn shop or use it in self defense.. Wouldn't either event raise attention when the #'s are ran?

Only if the gun is purchased from an FFL after 941 passes. If you owned the gun beforehand there would be no proof that you sold it illegally after 941 passed. If you really wanted to help your situation you could even backdate a bill-of-sale.

No. The emergency clause, added after the bill was drafted, supercedes the 90 days noted in the bill. From everything I've been able to find, it confirms the emergency clause will cause it to go into effect upon signing. As to when actual enforcement will begin, that's up to the local law enforcement agencies. I am willing to bet anything inside Multnomah county will be enforced while the ink is still wet.
 
No. It goes into effect 90 days from the date the Governor signs it. So technically it wouldn't be in effect until August.

Everything I've been able to find indicates the emergency clause, added after the bill was drafted, will supercede the 90 days and go into effect immediately. I checked it again this morning on one of the Oregon websites. I'd like that not to be the case, but it looks like it is.
 
I'm so confused...the act goes into effect immediately (Sec.23) yet Section 2 of the act, relating to transfer, goes into operation 90 days after signing (Sec. 20). So much for clearly written legislation.
