Read a few great-for-the-price reviews, decided to try one ($25 on Amazon, free shipping if you're a Prime member).
1: Tray is too small to be useful, I use the one bundled with the Lee kits.
2: Holds zero - it's never drifted by more than 4 hundredths.
3: You can trickle into the pan
While hundredths is usually not needed, it's nice for max charges with powders that get cranky fast - ie: Am I at 9.40, or 9.49?
My older Frank Arsenal (about the same price) was accurate, and worked fine for verifying charges, but it had to be zeroed every time, and trickle drops didn't work.
The only drawback I see is the buttons - They're small, and almost flush with the face of the unit. Might be a problem for people with bigger mitts.
Highly recommended budget scale
