The felon brought a shotgun that he stole from another house, so in Oregon the victim of that robbery would be charged with a violation of the Safe Storage law.

No. When it was stolen it had a trigger lock on it. The thief cut it off. Let the state prove otherwise.

I think the bigger issue is that if he survives, he's going to sue the shooter for some bubblegum nonsense.

In a sane society, any such lawsuit would be immediately dismissed as frivolous.
