"The FBI contends that its audits will not "require access to lists such as state approved concealed carry holders."

First why would the FBI need to look at CCW list to began with as most are not related with the feds other than a background check that could be done by state or federal depending on their laws,

I understand the feds under Biden changed the law on Straw purchase and they could be looking into this but its hard to say.

To me its sounds like Harassment by another government agency like ATF coming to your house. They got to do this quick before most gun laws are struck down because of the Bruen case and WV vs EPA or they are voted out of office.
