went to lowes to to get a 12 pack of 4' bulbs for shop lights and found out that WA .gov has a evn. tax them at $11.40. good thing i can be in pdx in about 20 minutes, no more shopping in WA for them.

You can also get LED shop lights. More light, less watts, less money.
 
Yeah, that came as a surprise to me too a couple of years ago. The tax is supposed to go toward the cost of recycling waste fluorescent lights. Called EHC, Environmental Handling Charge. Recently increased from 50 to 95 cents. Reason? People are changing over to LED, so way fewer florescents are being sold. So with fewer florescents being sold , they still need X amount of money to run the recovery program. So they hiked the price to get more out of each of the fewer florescents being sold. Link:


I have damned few florescents now, mostly LED, which I've bought when steeply discounted. Where I've had 48 inch florescent tubes, I've replaced them with those LED assemblies called Troffers. Way better, you can sometimes find them on sale or clearance.

As to individual "bulbs," the crappy CFL's never lasted anywhere near as long as advertised.
