Get finger printed
Have your CLEO sign the form, or wait until after July 13 when it won't be required any more
Write a check for $200 to the BAFTE
Mail everything to the BATFE
Wait, wait, and wait some more.
While you are waiting, have the engraving done on your lower.
When you finally get the stamp in the mail, you can legally put any length upper on that lower.
