If I have a LWRC lower, can I get the engraving on that lower or does it have to be a blank receiver?

You can engrave any lower you want. I used a Seekins lower marked "multi" for mine but when you do the ATF paperwork they ask for a specific caliber on the form. Just make sure the engraver follows the rules as posted by the ATF.

There's a place on the Form 1 to put the existing manufacturer's engraving and another to put your own engraving. The lower doesn't have to be blank to start.

You can even use the existing serial number on the lower as your serial number.
