There has been a lot of discussion about whether a Type 6 FFL License is required by an individual to sell their unwanted reloads. My interpretation is that the license is only required if you are reloading the ammo to sell. There are plenty of members here that disagree with that interpretation. Some believe it's illegal to sell the reloads even if you loaded them for personal use.

What about selling a pistol or rifle you created from a serialized frame or receiver. Is it also illegal to sell these, without a type 07 FFL, if you didn't make the rifle or pistol to sell?

Is making a pistol or rifle from a serialized frame or receiver considered manufacturing a firearm?

If making a pistol or rifle from a serialized frame is not considered manufacturing a firearm, then can somebody or some business without a type 07 FFL, make and sell the pistols and rifles as a business?

You can sell a pistol or rifle you made for personal use. You cannot make ( you are not a manufacturer you are a maker ) a rifle for the purpose of selling it and sell it without a 07 license. You have to have an 07 FFL to sell pistols and rifles you made with the intent of selling them.

Making a pistol or rifle with a serialized frame or receiver is still considered " making " a firearm for an individual or manufacturing for a licensee. Changing sights is considered manufacturing. Doing a trigger job is considered manufacturing. Barrel changes...manufacturing . Get the drift? Making pistols or rifles for sale from existing serialized frames or receiver? Big no no. That would be considered manufacturing without a license. Even a licensee still has to pay excise taxes on firearms he manufacturers from existing serialized lowers. By the letter of the law he has to pay excise tax on improvements made to the gun . When you get into making for sale or manufacturing it gets to be about taxes and what is the number one thing Uncle Same likes to throw people in jail over? Tax evasion. At least manufacturers have some legal protection and due process for offenses under existing gun laws. Individuals trying to skirt the FFL process? Zero protection.
