rethinking buybacks - j.p. wogan

    A article from Governing magazine. The magazine is directed to local/state/federal workers. Mostly the management and high level analysts.

    anyway, buybacks do nothing for safety. It will help energize the movement for gun control though.

    Why do they insist on calling them "gun buybacks"? In 99% of the cases the guns were never owned by the government inthe first place. They can't buy "back" something they never owned.
    Or is it to get people conditioned to thinking that the government owns everything?
