Are you not exempt from this law if you have a concealed carry permit ?

I am exempt, and it's the main reason I got my CHL, but what about those who don't hold a CHL? One shouldn't have to have a CHL in order to feel secure in exercising one's right to legally carry and transport firearms. As it is right now in Multnomah County, you need to get permission and pay a fee (tax) in order to do what the 2nd Amendment guarantees you have a right to do.

The right to keep and bear arms shall not be infringed except that it's illegal unless you ask for permission first?

Permits and licenses by definition are exceptions to do something that would otherwise be illegal. If you get a permit to exercise an inherent right then it is no longer a right but is instead a privilege subject to the whims of others that can be taken away by them whenever they choose to do so.
