Remington kleanbore #9.5 primers. Was wanting to know if I can use them for 308?

Yes, those are large rifle primers, the correct size for .308

Ok. Thanks for the info. Now. I have some "black tip projectiles " .308"di. 1.375" length. 164g. I also can't find that anywhere. And yes I know what the black tip is.

Those have a long bearing length relative to their weight so start low (as always) and work up carefully. The highest charge in your load data that uses hunting bullets may be too warm with the military bullets.

Of course this start low and be careful methodology hold true regardless.
