My EMD training was almost 15 years ago so this may have changed, but at the time we were told:
a. If you witness a person collapsing, they already have oxygen in their blood, so hands only CPR is fine if responders will be on scene within a relatively short period of time, but after 5-10 minutes, mouth to mouth may be required
b. If you don't witness the collapse (in other words, you find someone on the ground), mouth to mouth may be needed because you don't know how long they have gone without oxygen
c. hands only CPR is better than nothing, so if you don't have a mouth guard, stick to that.
d. CPR (hands only or otherwise) results in saving someone's life ~15% of the time.
e. most people screw up the head tilt/chin lift, and end up wasting the breaths in mouth to mouth. Similarly, most people don't do compressions hard enough.
