According to the site where this was posted, this was a student film, apparently made for a film competition, but was based on a real incident from 1998. The film maker says they were able to review dash-cam footage of the actual incident. They also interviewed law enforcement officers about what happened to be certain they had the story as accurate as possible.

I've watched the actual police dash cam footage of this. It's pretty hard to watch. The screams of the cop really got to me.
