Question about SBR'ing an M16 lower

Asking for a friend, who does indeed own a registered/stamped M16.
He is interested in perhaps getting another upper for his M16. He currently has a CAR configuration, and was looking into doing a 10.5, or 11.5" barrel for it. Does the full-auto lower trump a need for another stamp for an SBR?

That's what I remember, and thought as well. It is an actual Colt M16, and is stamped, so I guess he is okay to build a new upper for it. What about suppressors? Same deal, or he will need an extra stamp?

Confirming the tax stamped M16 lower. He is golden. He can have whatever he wants to put on that lower. One of the cool things about registered receivers. You can do what you want. Carbine back ends. Rifle back ends.

But ... if he wants a can to go with whatever short barrel, he needs another stamp for the can. Yikes! Ouch! Wait!

Multiple complete uppers. Different calibers. Many different length short barrels. All covered by that golden registered M16 lower. How about a full auto 50 Beowulf? Or a belt fed upper assembly? M16 lowers last and last plus rebuild able.
