My mother works part time for Wal-Mart and is constantly commenting about how she sees people buying food on it then pulling out wads of cash to pay for the cigarettes and alcohol. Regardless she has told me she sees on the receipt a printed line showing how much 'cash' is available on the card and seems to think some EBT recipients have a cash portion of their card available to them. I do not know one way or the other but I told her I would find out. Anyone here have any knowledge of the system and if there is some kind of cash provision to the EBT? Thanks.

Nope... bills, toiletries, beer, crack. They don't have any way to regulate what cash gets spent on, it's just like any other form of cash benefit- left to the discretion of the "qualified" recipient.
 
The same people who came in wasted drunk, high, stupid and demanded they be released because they "paid my salary" .

Oh c'mon, dude... they probably paid taxes. $15 here, $2.35 there.... that one time in 1994 when he got that job at 7/11, and again in '03 when he did day-labor for a day and a half.

The qualification process requires you disclose the amount of money you make and what the possessions you own are worth. If they find out you lied they will charge back on all the overpayment.

I am dealing with my mother's moronic idea to lie to them and then never inform me that I needed to disclose my pay stubs, now I need to talk to them about $1800 they are telling me I committed fraud on...

This is not entirely true. Having worked in the food stamp game for 12 years, I have the 411.

The EBT card generally can only be used for things food stamps buy- foodstuffs. However, a trial program was implemented years and years ago that for some reason is totally insane on the face of it. For those welfare recipients who receive SSI- Supplemental Security Income from the Feds, well, they get their food stamp or EBT benefits in the form of cash loaded on to their EBT cards. And yes, they can use it for whatever stupid sh!+ they want to blow it on. When I worked in Pendleton for Senior & Disabled Services, I used to see clients of the office inside Wildhorse Casino blowing their benefit money on gambling, and there's not a damn thing you can do about it because of liberal TARDS who wouldn't dream of cutting someone off from their benefits.

EBT Cash is related to TANF and is not a common thing to get unless you have a family and make less than $150/month. EBT Food is very common in Oregon, the minimum amount paid per month is $16 and the maximum is $200. If you (a single person, no children) make more than $1200 per month or so and/or have assets equal to that amount you are not eligible. If you make less than $600 per month (assets included) but not including unemployment you are eligible for the full $200.

Everytime you purchase something with EBT at a grocery store it will show you the amount left you have on the card in $ amounts, so it can be misconstrued by someone unfamiliar with the system that people are outright getting money to spend on whatever they want.

Only 13% of the national budget is spent on "Safety Net Programs", about $466 Billion, only about %17 of which is spent on food stamps (about $80 billion). Of the $4 Trillion in US spending at 2011 we only spent 2% on the EBT program.

These programs include: the refundable portion of the earned-income and child tax credits, which assist low- and moderate-income working families through the tax code; programs that provide cash payments to eligible individuals or households, including Supplemental Security Income for the elderly or disabled poor and unemployment insurance; various forms of in-kind assistance for low-income families and individuals, including food stamps, school meals, low-income housing assistance, child-care assistance, and assistance in meeting home energy bills; and various other programs such as those that aid abused and neglected children.

Oregon is 2nd only to Mississippi in EBT use with 20.1% of our population on food stamps, about 775,000 people!

Doing a google search, I can't actually come up with anything that indicates it's Oregon money- looks like it might be TANF cash people are pulling out. So I retract the above.

But it is still welfare money- not just SSI.
 
At my wife's store they buy cases of bottled water in the returnable bottles walk out in the parking lot dump the water on the parking lot and walk in and shove the empties in the return machine, take the slip and get cash. then buy ciggs or what ever.
 
Everyone should just sign up for food stamps and use it to buy survival foods. Go to winco or whatever and buy barrels of Wheat and rice.

Or, just use it to buy a bunch of Vegetable oil to run in your Diesel powered car

I have seen the buy the soda/dump it out/cash in the can't thing only once in the 24 years in the biz.

Just a couple of weeks ago we finally caught the guy who was going through self-checkout ringing everything he purchased with the banana code. He also was using the food side of his Oregon Trail card to purchase most of what was non-food. I don't know how LP is going to follow up on that one, but I certainly think they should report it.

Some people receive only 'food' on their card, while others receive both food and cash on the same card. I don't know the financials of it. I try real hard not to be judgemental. I tell myself and my staff that it all goes toward our hours/paycheck. But sometimes it's tough not to question the logistics---first of the month when the lobster tails and crab clusters fly through the check stand. Then there's the frustration with the woman who has 4 children all underweight and unkempt- seeing a balance of over $1500 on the food side of the card.
I have been fortunate to never have needed this assistance but at one point my father did, and I am glad it was there for him. I think it was about $60/month that he received---all the while I'm selling lobster tails and crab clusters to so many others that don't 'pay into the system'.

With our new policy at the store we only allow $100 cash back and a purchase must be made to get that. Boy, does that really piss them off. How dare we not just give it all to them upon their request!

I just keep telling myself and my staff that whatever the sale is, it's hours/paychecks!!!

Thanks for the chance to vent----I have to go back to that place now, but at least it's my Friday!
 
I see people of "questionable immigration status" in Woodburn use those cards all the time at Safeway and Walmart... (currently) I shell out about $500 A WEEK in income tax withholding... (example figures only) 2% here, 3% there... another "its only 1.5%" or "6.5%"... that right there would add up to $65 a week (of the current $500) taken from my family (and my labor/time)... so bums can by lobster, cigarettes, etc.

The thing about my example is that the "incremental increase mentality" (I saw in an earlier post) takes slices from a $500 pie, in reality incremental increases increase the size of that pie... in other words takes more of my pie that I drag my arse out of bed EVERYDAY to earn.

I'm all for helping LEGITIMATE cases of people in the midst of a bad spell (hand up, not hand outs), but the "1000 Manchurians" working in the machine continue to "grow" their clientel to justify their existence... and increase their power, and promise TWO CHICKENS in every pot if they get re-elected...

The problem is THOSE ARE MY CHICKENS YOU ARE TAKING!!! :angry:
