922r is only an issue if you want to put on a new stock or a detachable mag. Then you have to play the 10 or less game.
Unaltered SKSs are fine.

So if you bought an sks that was number matching and afterwards purchased a 30 round mag you would have to do even more alterations to get it 'legal'?

Yes. If it is altered - removing the mag and putting on a non-original one - it needs to have 10 or less original parts. There are lists of what counts for what # of parts. A 30rd mag is 2 parts I believe.
 
It is 3 parts when it is detachable. It is 2 parts when it is original - the floorplate is part of the body. Either way, there are still more than 10 other imported parts,
here is a list from the ATF on what they consider parts on a Chinese SKS.

4. Bolt carrier

10. Disconnector (see below)
