I'm always on my carrier network. However, I carry a hotspot through Ting.com. It's six bucks a month if I don't use it which is fine as its only a back up.

Maybe the hospitals should block access to medical sites as they are 10 - 35 times more likely to kill you.

Actually it's not. Most of what we are calling "Public Wi-Fi" in this thread is actually publicly accessible Wi-Fi. The hardware and the Internet connection provided by various entities / businesses are actually private property, and the owners of that property have every right to control how folks use their property. How much access they are freely providing is spelled out in the use agreement you click on when you access their systems.
