I'll bet anybody a bottle of their favorite there is some 'closed door' negotiations taking place between the city and the promoters of this and I'd say it is probably going something like this:
Promoters of the concert to the city - 'Create a temporary law banning firearms in the park for the duration of the concert and it's back on' Otherwise maintain your pro gun position and loose the revenue'.
Just a guess but it wouldn't surprise me if something like this was taking place.
