Thats actually not the case, Tigard Pawn charges $25 plus they need a color copy of the sellers ID which they charge $5(to make a copy) for and is literally the only place that does this(its not needed) and they couldnt explain why, besides the extra money and its their policy...

Don't forget to bring your own trigger lock, otherwise they charge you $6.00 for one.

If the seller brings there own color copy of there drivers license, no charge, else $2 charge for the copy (I think...last I was there).

They justify the charge, as they bought a color copier for this scam law. Seems reasonable.
