I was watching Q13 fox this morning and a possible gun buyback was briefly mentioned for the Seattle area. From what I know, this will most likely be done in a public place. Is it alright if we offer higher than what they would be getting for their rifles?

The way I see it, it would be similar to a FTF transaction.
 
just sit down the street with a sign saying you'll give 25$ more than they will......or if they are giving gift cards, you offer cash..

I've always wondered if this would work. Has anyone ever tried/done this? What can the "law" do about it?
 
Gun ‘buybacks’ may be deceptive political theater

One day after conservative and gun rights groups announced a national “Gun Appreciation Day” on Jan. 19 – two days before Barack Obama’s second inauguration, timed perhaps not so coincidentally with Martin Luther King Day – several organizations in Seattle and King County are announcing a gun buyback program that may be more flash than substance.
