Ported Barrel Cleaning

Just bought a used taurus tracker with the ported barrel. Right about the holes on the outside of the barrel there's what looks like chunks of metal soldered to the barrel. I've cleaned and cleaned but can't get the chunks off. Are these here to stay or can they be removed?
