    Eight New York City police officers have been shot in the past four months. Illegal guns from out of state “are turning our city into a shooting gallery,” Police Commissioner Ray Kelly told the New York Daily News this week. His department’s controversial stop-and-frisk polices uncovered 800 such guns last year. “There is a reason why we continue to be proactive on the street,” Mr. Kelly said. But critics of his stop-and-frisk practices say that tens of thousands of Constitutionally wrong searches conducted annually in mostly minority neighborhoods do not a single right make.

    Probable cause, and reasonable suspicion already give police officers a decent amount of latitude to detain an individual, which almost always will involve a "feel up" before a field interview for the safety of the officer.
