So I set this round aside, is it safe to shoot with the small dent near the neck?

Also is the PMC 5.56 brass good to save for reloading?

You will be fine as long as you don't see a split, hole, slice,or heavy crease like a fold in the case, Smooth dents are shot out all the time in forming cases, on purpose!
