It's a lotto system in OR as well...

Not sure how popular that game unit is but you would have to win a tag for that area on top of the fee's.

I've looked at hunting in OR and even joined a hunter as grunt labor with no rifle on the east side.

It's too spendy and complicated for my tastes

It shouldn't be that complicated. If I really want a good hunt I could go to Kansas and hunt on my uncles wheat farm. Talk about some really good meat. Plus being a family member I can harvest up to 5 deer to help control them for the wheat harvest. I think it would be fun to take a road trip
