Places to use Tannerite?

Don't use the Tannerite on any BLM land. The penalty is up to $1,000 and a year in jail!

Also can't use it in National Forests, but I'm confused by the exemption for black powder/muzzle loaders (hunting or target).

But what about State Forests? I can't find anything about binaries in State Forests.
