It is missing the key that indexes the cylinder, Previous owner said he shot it that way, I would not.

I have never shot it, or looked for the part.
Some scratches in the barrel, and some corrosion on the cylinder.

These are easy to work on and the parts are commonly available...
Don't let the lack of "indexing" worry you too much....fairly easy fix , one that you can do at home.
