I am not seeing the upload media tab on PC or Mobile for private messages. The only option I see for adding photo is inserting weblink for for photo.

iPhone XR here. It works on my MacBook and Mac Mini as well.

It could be these bugs are mostly affecting android and pc devices rather than apple products. I wonder what devices Joe is using?
