I think a simple NA for not applicable would suffice to cover any questions not in line with the state wording. Since this is a question that is not included in any form among the state wording you could certainly argue that it would be considered as not substantially following the form of the same.

Has OFF or any other similar sort of organization been notified?
 
Wouldn't a simple "yes" answer both questions?

Your applying for a permit to carry a concealed firearm in public.
Any reasonable person would assume you already own a pistol.

From what I gather they're not asking for make, model, serial number or anything specific.

Not answering a question or answering with "not applicable" seems likely to get it rejected.

At the very least it could make your answer seem evasive and raise undue suspicion.
Wouldn't take them more than few keystrokes to find out if you have registered firearms so why fight it?
 
The law also does not require the applicant to supply "references", yet the sample application in the law has a place for the sheriff to ask for "references". You (and the sheriff) can comply by leaving the question as-is on the form, but not supplying an answer.
