Seriously though, are you asking for a comprehensive list of every firearm product that is legal to buy in Washington State?
 
Not really...I have an upper.....someone wants it, wanting to know if that's legal?
I am assuming its an upper as in no serial #? So the kind of thing you can buy by mail? So then yes. Many places will not sell this stuff to WA now not because the law actually says no, they just don't trust the AG to not try to be a prick to them. For a one off sale? I would not worry about it. The WA resident who buys it will have to decide what he wants to use it to build which will not be on you.

Parts completely different story than guns. I agree with wa gun law you tube guy that lowers are prohibited but replacement parts for existing semi autos are legal. Fe threaded barrels, uppers, flash hiders, triggers, whatever.
 
My earlier reply was a bit rude, so I apologize for that.

There are some "assault weapons" that the WA statute prohibits selling to a WA buyer. There are magazine restrictions. As for parts, there is debate that will not be cleared up until a court case produces an appellate ruling.

One theory is that a part is legal to sell to WA as long as it does not change a non-AW into an AW. For example, a threaded barrel would change a Glock 19 (stock) into an AW. But a Glock 19 that had a threaded barrel in WA before HB1240 took effect would not become an AW by replacing the existing threaded barrel with a new threaded barrel.

The prosecutor could file charges on the theory that even by itself a threaded barrel for a pistol is an "AW" regardless of its intended use.

A detachable AR carry handle is not an "AW" feature. I doubt that anyone thinks it is illegal to send a carry handle to WA.

The courts will need to gradually issue rulings to determine which acts they'll allow WA state prosecutors to throw people in jail for. Until then everyone is guessing as to certain aspects of HB1240.

There are several very pro2a vendors who will sell me anything but a lower or a complete upper receiver. Which seems to require me clicking.a button which says I intend to only use those goods for legal purposes. I suspect they got some good legal and prick avoidance advice.

Right, turdbob is super unlikely to go after an individual.

Yea totally agree. I woudl sell any parts to WA respectable members that are legal without a second thought. It's not illegal. It's legal for people to buy replacement parts. Things like certain mags are excepted and most likely things like AR serialized lowers (although an argument could be made that those could be used to build a legal bolt gun or a legal black powder gun). I agree with wa gun law re legality of parts. He is right on the $ on this. If the law were read as all AR parts are illegal then anything such as a trigger, stock, sights, grip, roll pin would be illegal to buy, and that's simply not the case. That woudl be misreading the law imo.
