    Let's see. We used drones to drop bombs on cars and then say they were car bombs to instill violence in Iraq, team A vs team B so they'd fight each other. (Car bombs don't leave 18' craters).

    So my guess is they'll use them whenever or where ever they want regardless of any state law.
