For that matter, I don't believe it says you have to use a real firearm either. A finger gun might suffice. The crats would probably go for that since they could be assured it only had 10 fingers or less.
As an instructor if I observed somebody pick up an empty revolver and pull the trigger, I would be confident that they could do the same with a live round in the chamber.
 
Without guidance, every law enforcement organization is free to write their own version of their course and test. Since there is no money available to develop the course and test, coordinate ranges, and hire personnel for administering the tests, there is no way for them to issue permits. I just heard from a former ways and means committee member that a reasonable estimate is 18 to 24 months before they're ready. That means you will not be able to legally purchase firearms in Oregon for at least that long.

We need to kill this f'ing beast before it's miserable life begins.

A 2A friendly sheriff would simply use the existing CCW process and require the applicant to pull the trigger on a faux firearm. Wam bam you are done and by the way you can get your CCW permit for the extra fee.

I spoke with my FFL yesterday and he confirmed what I heard at Sportsman Warehouse. M114 is creating a another panic run on guns. He said it's currently taking 3 weeks or longer for a background to clear. 114 is going to make this archaic system even worse with OSP.

The law makers are total baboons. Take SB941 for example, because of that measure going into effect C&R collector licenses are null and void in the eyes of Oregon law. A K98 bolt action is viewed the same as a AR-15. Reading here and other forums, they omitted the term collector. 114 is plagued with similar fallacies.

That's only to be expected. I think most can see the writing on the wall. If 114 paases, obtaining a purchase permit will have unsatisfiable requirements for at least the foreseeable future. Just considering... how long will it take OR to even approve a budget to even support any changes? Not only that, but in the interim... just exactly how many FFL's can even survive with no firearms sales for an indefinate period?

I know if I owned a private shop, I would seriously consider shuttering my doors the day after the vote and cut my losses. It does no good to drag my finances through the mud and lose more than I have to just holding out hope it won't last longer than I could afford.

The big box stores won't be affected as much, but I bet their inventory get's diverted to other states... at the least.

It's only prudent to buy whatever your little heart has been desiring before the vote. It'll be more than a minute before anyone will be seeing anything new in their closets.

Agree. I purchased 8 firearms right after they got enough signatures for it to get on the ballot. Basically just sped up my time table for my "wishlist" guns.

The estimate of 12-24 months that someone mentioned above for them to get the program set up may be accurate I don't know. I think minimum of 6 months but could be up to 2 years before we will be able to buy any gun that is not a muzzleloader. And that's of course if one is willing to jump through all the new hoops.

Lawsuit timelines are similarly hard to predict. It's possible that some type of legal action may succeed in stopping this before they ever get it set up. Even that would take a long time though. All just crystal ball stuff. Who knows.

The Salem SJ went full-speed 100% BLM/Woke/Socialist a couple of years ago. They don't even attempt (or know how) to do real journalism. Which is to say almost everything they write is an editorial. There is now better and more balanced coverage of current events on Oregonlive and WW than on the Salem SJ. Which is hard to wrap my mind around.

On thing that helps: Everyone who is a subscriber to their local newspaper needs to comment on stories about 114. Let them know we are out there and we disagree. Tell the truth about what 114. It is a magazine ban that imposes a heavy burden on law-abiding citizens. The violence in Portland is not going to end until the Police are allowed to do their jobs. People read the comments. It does make a difference.
 
Maybe these new gun owners will vote against 114. Maybe a new flyer: gun confiscation is coming; buy firearms.

My wife's friend was gifted an older model Glock during the 2020 summer of protests by an out of state relative. Since it is her only firearm, I told her to figure out a time when they both lived in the same state and agree that was when the gift occurred.
Two year statue of limitations on misdemeanors.
