So to transfer to a WA resident I would just need to take it up to like Sporting Systems in Vancouver to do the transfer? They also need some sort of education card to buy a receiver ? What about a handgun?
I1639 doesn't apply to receivers. They're transferred as an "other" Just bring it to an FFL in Washington with your ID.
Handguns are the same. It's a regular Wash background check for handguns. No special training card required.
