The time is upon us again to speak up! The hearing on HB4147 will be held February 4th, starting at 3pm. (Agenda). So here are some of the tools you need if your wondering what to do next:

How do you submit testimony?
1) Write it up, drive there, and sign up to give public testimony in person. Be sure to get there a little early so you can sign in ahead of the gun-controllers.

2a) Write it up and save it as a PDF. Be sure to title it for HB4147 testimony.
2b) Save it with a file name like "HB4147_testimony..." so the staff in Salem know how to direct it.
2c) Email it to Catherine Heaton [email protected] Be sure to identify it as testimony for HB4147 in the email header.

What should you say? If you've ever been delayed or know someone who has, your stories are needed the most. Just write your (polite :)) opinion on the bill. Doesn't even need to be long and fancy. I've seen plenty of gun-control testimony that was only a few sentences in length. And their opinion has been accepted and counted. So anything you send in is good as long as you act and do something. Yes, your contribution can be that easy.

If you do plan on making a road trip of it be sure to try and show up early. The MadMoms Demand have already put out an alert letting their cult members know to show up around 1pm to get early seats.

Oh, and FYI: Apparently Rep. Williamson (sponsor of HB4147) has somehow found money to pay for some of the Charleston shooting survivors to make a cross-country trip to testify in person for the bill. So who exactly is paying for it? Bloomberg? Oregon tax payers? I'm not able to make it in person (will be submitting testimony) but I hope someone has the opportunity to ask them 'who paid'. As a tax payer, I want to know!

I'd like to see a counter bill for this that would be a "no fee collected" prior to completion of said BGC. If the state doesn't want to complete BGC's then no fee collected, if delayed, no collection until completion. The money could be collected at time of purchase, just not forwarded to the state until yea or nay, fairs fair !!! We need to start fighting back with the same kind of tactics these people use.

According to KGW, "Family members of the Charleston shooting victims also plan to testify"

Well, are they now Oregon residents? Are they subject matter experts?

How much did that cost Michael Bloomberg and his numerous anti 2nd Amendment organizations?!?!?

Nows the time to call and email, need to flood them out... Time to kill this bill before it gets a head of steam...

Time to beat back the liberals...

I think that would be fair. If they really wanted to work with the other side (i.e. US). They would propose such things as:
1) Use of a concealed carry license for BK confirmation.
(note: this is pretty much the same system as some of the other 'states with background checks' that Bloomberg and gang want us to implement were someone gets a license specifically to purchase firearms. Which includes the background check, just like a CHL in Oregon).

2) Reinstate the CMP purchases and FFL03 purchases.
All three of these are more robust systems than the regular background check system.

3) Improve the data accuracy and completeness in the current system.
4) More robust appeals process for delays/denials and getting "why was I denied" answered.
5) (your suggestion added to the list) No fee until BC is processed.
5a) or no fee if the BC is delayed past 3 days.
Or +$1 for every day after 10 days delay to the buyer. The longer the state delays, the more money it costs.

my angle on the current bill is that it gives the state no incentive to work towards being efficient and accurate with the current system, and (once again) places the burden on the citizen, and not the state.
 
Last night I read thru the testimony submitted so far for the bill. About 4-5 pro-HB4147 submissions. About 73 submissions against HB4147. Can we reach 100 :).

Some go into length about their personal denials, or providing research and arguments against HB4147. Some are cut-paste paragraphs provided by OFF. Some just say "vote no on HB4147" (short and simple). In any case, they are there making a statement that have to be considered.

Don't be afraid to jump in and join the fun!

I was able to tune in during the last hour. Some good testimony! I cringed when CEASEFIRE OR spoke. She even quoted a statistic from her big donor Michael Bloomberg!

I fail to see how preventing someone from taking possession of their firearm is going to prevent someone from doing evil. If they are so determined, my guess is a way will be found to get the item they desire.

Additionally, this is a false premise. The State Police know EXACTLY why they are going to fail your BGC. As someone who has been LEDS/NCIC qualified in the past, they know within about 8 1/2 seconds after pressing the button why they would deny your BGC.

There are no undetermined facts regarding why you might have failed. They know the exact reasons, so this is a smoke screen or them to decide that on Tuesdays, guys with the names John, Jacob or Ralph will be denied because they have red hair or are married, because they are "unable to determine"

This is a blatant end run to get around the rule of law and is a solution looking for a problem.

So I guess all of our backgrounds will now be forever denied because the OSP Firearms Unit will be "unable to determine" whether or not a protective order is filed against me (one may be in some court clerks in-box) or they aren't certain if I am convicted of a disqualifying crime yet (I may have a future court date for some alleged felony they are unaware of) and since this hasn't been entered into LEDS yet, "ya know, well... Since we are "unable to determine" if you are allowed to possess a firearm, we will just deny this and wait."

And wait.... And wait.... and wait.... Until my desire to exercise my 2A rights has subsided and I move onto the next shiny object....
 
Taking a look at the 12 documents that were entered as actual exhibits, 7 were pro HB 4147, while 5 were anti HB 4147...

Shameful that there's not an equal balance. Keep up the pressure... Keep reminding them that all the recent mass shootings have been committed with legally obtained firearms and just about all the perpetrators have suffered from some form of mental illness...

Not unlike some of our state legislators....
 
Just a heads up that the House Judicial Committee has a work session scheduled for next Wednesday afternoon, February 10th...

Keep the letters and calls coming, bombard them with opposition to this end around our 2nd Amendment rights!!!!!

They need to fund and fix the broken OSP NICS process and then prosecute those felons trying to buy firearms...

Stop picking on the law abiding!!!!
 
The work session is tomorrow. There is still time to contact your own representatives, along with the committee!

Don't know who your rep is? It's easy to find out! Just open the Oregon Legislature page and type in your address under "Find Your District and Legislators" in the lower left column and click enter.

Sending an email takes all of 5 minutes to do. Phone call during work hours (if your not working) takes a little more effort. But it's not much to ask for protecting your rights, and opposing bad ideas.

Dear Members of the House Judiciary Committee, and Honored members of the Oregon House of Representatives,

My name is xxx, I'm an NRA member, an OFF member, a GOA member, I'm a husband, a son, the dad of several school aged children, the bread winner for my family and am charged with their education, protection, safety and well being. As such, my testimony is in opposition to HB 4147, which does nothing more than provide an avenue whereby an end run around the United States Constitution and the Oregon Constitution is permissible. We ought not to infringe on the Civil Rights of law abiding citizens.

Last year's legislative session brought us SB 941, which we were told would prevent gun violence by keeping guns out of the hands of those who should not be in possessions of them, this bill was passed under the false pretenses of an "Emergency" and now requires person to person sales to have a mandatory background check. A forced check through a faulty background checks system here in Oregon.

Now the 2016 legislative session brings us HB 4147, which will permit the OSP to put delays in place simply by not being able to complete the required background check in 3 days. The 3 day background check limit brought to us by the Brady Bill... Just a further infringement of our Second Amendment Rights...

You know, nothing sickened me more than the needless killing of the children at Sandy Hook Elementary school, perpetrated by someone who was known to be mentally ill and stopped taking his medication. He did use legally obtained firearms to carry out his evil deed... But it sickens even me more to see Mom's Demand Action and other Michael Bloomberg funded organizations continuously standing on the blood of those innocent children, as they try to chip away at MY Civil Rights....

We need to ensure that mental health is a high priority for our state and our nation. Perhaps if we stopped pumping those with mental health issues full of pharmaceuticals and actively worked at getting them life changing help, we'd be doing more for the betterment of our society than taking away the Civil Rights of the law abiding.

It sickens me to hear the statistics spouted of the epidemic of deaths by gun... When according to the FBI it equates to .0005% of our population that is killed by firearms each year. The same FBI that says crime is at a 45 year low and gun ownership has doubled in the last 20 years.

Do you want to stop that unnecessary killing from happening? I know I do... Perhaps, cracking down on the gang shootings that occur in Portland, might be a good start...

I cannot urge you strongly enough, to stand by the Oath that you have personally sworn to uphold the Constitution of the United States and the Constitution of the Great State of Oregon.

I implore you to protect My Civil Rights! That's your sworn oath to do, to protect My Civil Rights and My Second Amendment Rights are part of them.

Like many other Oregonians, I'm watching and keeping track, those who vote against Our Constitutions will be voted against when it comes Election Day 2016.

Vote No on HB 4147.

It is true, they likely will ignore us just like they did with SB941, but it's still important to write them. If for no other reason than to remind them how many of us are out here, a fact they need to consider with the upcoming election, particularly those that are up for re-election this year. We need to remind them, as nammac did above, that we will remember who voted which way on these bills, amend we will take appropriate steps against them in the next election if they continue to sell us out.

It seems that OR and WA are going to be in a never-ending battle over our rights :mad:
