Here's the deal as I stated before. Lands are somewhat vast over here. You can go from state land to corps of engineers land to a wildlife refuge pretty easily driving a road along a river. Aka i'm not duck hunting, so I can shoot quail with lead shot. Wa. Bird pamphlet clearly states that if you are caught with lead shot in a non-toxic zone that you " will" be assessed a $1,000 fine and mandatory 2 year loss of small game license. Why would that dept. Head make such a rule if it was not designed to make criminals out of ordinary sportsmen and women?
Yes, I do believe this to be an underhanded act to "criminalize" the average sportsman. My opinion only.
