Wecome to the forum. As far as the stares you mentioned I have my Washington permit. And these non-resident Utah permt, Arizona permit, Florida permit, Pennsylvania permit and I got the non-resident Oregon permit because they do not honor permirs from any other state.
As stated above, forget Commiefornia, You will nevet get one there.
