NorthEast Oregon Rat shooting

So my friend has been talking about shooting rats for a long time, but hes a Washingonion, and i am an Oregonion, he knows some spots in WA but i dont want to pay 10X as much for a WA permit. So I am looking for some friendly advice.

Where can i go to find more about hunting spots for rats in NE Oregon, around the Pendleton area or abouts. either state or private lands

There are some in Long Creek, just talked to a rancher from there Saturday while in Christmas Valley for an auction and rat shooting. He said about 40 or so run across his driveway just friday.
