UPDATE - ARREST: North Precinct Officers Investigating a Parkrose Neighborhood Shooting - Victim Fled the Scene - 06/27/13
Gang Detectives arrested 21-year-old Dechavian Jabbar Parks in connection with this morning's sexual assault and shooting.

Parks was booked into the Multnomah County Jail on charges of Attempted Murder, Burglary in the First Degree, Rape in the First Degree, Unlawful Possession of a Firearm, and Unlawful Use of a Firearm.

Detectives learned that the 18-year-old female victim was asleep in her home where several others, including her mother and boyfriend were sleeping. The suspect, Parks, entered the unlocked home and sexually assaulted the victim. The victim was able to get away and awaken her mother, then both of them ran outside of the home and got into their black SUV. The suspect grabbed onto the SUV and held on as the victim began to drive away. At some point, the suspect let go of the SUV and retrieved a firearm and fired a shot at the SUV, breaking out the back window. The victim and her mother fled to another family member's home then returned to the scene.

The suspect's associates, two juvenile males and an adult female (previously believed to be a male) were not arrested.

Parks will be arraigned in Multnomah County Court on Friday.

Investigators have detained a fourth person in connection with this morning's shooting in the Parkrose neighborhood. The victim and black SUV have been located. Preliminary information to investigators indicates that this shooting incident may have started after an attempted sexual assault at a residence in the area.

No suspects are outstanding and there is no community danger at this time.

This morning, Thursday June 27, 2013, at 5:48 a.m., North Precinct officers responded to the report of shots fired at Northeast 103rd Avenue and Sandy Boulevard. Witnesses reported seeing five African American males involved in a disturbance and one of them fired a gun towards a black SUV.

One officer arriving in the area was flagged down by a woman in a black GMC Yukon who told police that her back window had been shot out by someone. The woman, a light-skinned African American or Hispanic woman, left the area in the SUV and did not provide any additional details.

Officers searched the neighborhood and located a crime scene on Northeast 103rd Avenue, between Sandy Boulevard and Wygant Street. Officers also located three African American male juveniles matching suspect descriptions. All three have been detained at this point pending further investigation. No gun has yet been recovered.

Based on a preliminary investigation, the Gang Enforcement Team is responding to continue the investigation.
