When we lived in CA, Klamath was the nearest county to CA that gave my better half her non-resident CCW with no problems or issues. Jackson and Josephine counties refused to give her one, even though Oregon law says only residents in the states bordering Oregon can obtain a non-resident CCW. That was years ago, so things may or may not have improved.
