There a lot of urban people who could actually-prosper in terrible times.

A well educated, trained, capable, equipped, healthy, & otherwise prepared individual stands a better chance of survival; myopic to group such people with the people who view a surrogate, a bread-line, a soup-kitchen, or an internment camp as Plan "A".
