No dog, no boat. Waterfowl options in SW WA?

The subject title sums it up, really. I live in Vancouver and would possibly like to try for some late waterfowl before the season ends. And even if I don't manage to make it out this season, I'd like to get squared away for next.

So, I know there is the one public hide on the south side of Vancouver Lake, but honestly I'd prefer to get out a little further. Can anyone recommend me some areas to hunt waterfowl where I won't need a dog or a boat to recover my birds?
