    There is a report out this past week or so about the Navy Yard shooting.

    Background checks are not that complete. The shooter, who you'll recall had previously shot up a car in Seattle, passed his.

    The report noted that many locations refuse to respond/cooperate with background check inquiries.
    Places like New York City.
