New York Gov. has proposed a gun parts ban. While this may seem like an impossible law to enforce it will likely scare off more online retailers from shipping parts to States that enact similar types of legislation. Some believe these types of laws are simply intended to target 80% receivers but this statement leaves the door open for this type of legislation to target all types of firearm parts:

"The proposal would also prohibit individuals who are prohibited from possessing a firearm, rifle or shotgun from owning a major gun component,"

My guess is the NY legislation would be modeled after this CA legislation, AB-2382 (Bill Text - AB-2382 Firearms: firearm precursor parts.) which stalled in committee. Legislation of this type would prohibit barrel, upper receivers, magazines among other parts from being shipped directly to the buyer. It's not clear whether the proposed NY law would go further than this but here is what the CA legislation would have effected:
(1) A firearm barrel.
(2) An ammunition feeding device, including, but not limited to, a magazine or speed loader.
(3) An unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate.
(4) A finished upper receiver for a multiple part receiver system such as an AR-10- and AR-15-style firearm.
(5) An unfinished handgun frame.
(6) A finished slide to be used to enclose a handgun barrel.
(7) A trigger pack or fire control group for a Heckler and Koch- or FN FAL-style firearm.
 
It would be far easier and safer to :
Curtail , ban or otherwise restrict the sale of parts and ammunition...
Place a high tax or use fee on firearms , ammo and parts for the same....
Restrict or ban firearm usage in areas like DNR land and the like...
Pass the requirements for a BGC on the sale of firearms , parts and ammo...
As opposed to outright confiscation.

Now with that said ....
I am not in favor of any of the above..Just pointing out that Gun Control measures may mean other things than you can own this , but not that...Kinda laws.

Gun Control measures are for the most part very dangerous and insidious...Often they come cloaked in the guise of safety...
They are not safety measures...They are the tools used to steal our Freedom .

Is this ^^ simply saying that if you're a prohibited person (felon, etc), you can't possess 'major gun components' as well? This would seem to be a bit less controversial.

On the other hand, a true 'parts' restriction is a nightmare. Have lowers? A box of triggers, springs, LPK's, etc. for AR builds? A new stock, barrel, or extended bolt handle for your 10/22? Can those individual items now be considered contraband and/or require registration? This is obviously targeting folks who would simply separate/disassemble their firearms, but could be interpreted much more broadly.

Per HB2241..."Assault weapon" means:

(Lines 14-15) - (c) A conversion kit, part, or combination of parts, from which an assault weapon can be assembled if those parts are in the possession or under the control of the same person.

On top of the obvious, very poorly written, probably by design.:rolleyes::confused::rolleyes:

Once again, HB2241/SB6076 are big problems. Hopefully they're perhaps just meant to be 'distractions' so they can slip other or lesser stuff through as a 'compromise.' But folks need to pay attention.

Registration is for tracking and control. Likely a nice hefty tax, further expansion to include other/all semi-autos, then all firearms, followed by 'dispossession' (ie. confiscation).

This is NOT insignificant. This IS something you need to be sharing and contacting folks and making your votes/voices count. It would be AWESOME if ALL NWF members got the word.

I don't know about less controversial -- would you need a $30 BGC to buy a spring kit worth $10 retail? The only way such a regulation works, is by requiring background checks.

From that angle, yes, particularly, depending what they consider a 'major' gun component. If they're saying you need a BGC to by a new $10 grip for your AR, yes that's very problematic.

If only they already had laws on the books re. prohibited persons possessing firearms:confused:...oh wait:rolleyes:.

Bottom line is they are going to continue doing everything they can to paint decent, law-abiding gun owners into a corner. Cuz they can't stop the actual criminals.

Still curious as how turning hundreds of thousands or millions of decent, law-abiding folks into 'now criminals' will reduce crime.
