It was purchased as a lower. Just as the pictures show it. Brand new and unused.

When you filled out the 4473,did the dealer you purchased it from call it in as a stripped lower,or as a rifle?
They can be purchased either way,this went into effect Nov 2008,prior to that they were called in as a complete rifle.

It was called in as a "Stripped Lower" as I told him I wasn't sure if I was going to build a rifle or pistol.:s0155:
 
Thread moved to Parts and Accessories

I thought lowers were considered a rifle as they are the piece with the serial number and registered. Every forum I belong to lists them under rifles because of this reason. All of the ones I have seen listed on this site have been under rifles.

I guess I know now where it belongs now.:s0155:
